AS CONDICIONANTES COMO FERRAMENTA NA REABILITAÇÃO DAS ILHAS DO PORTO

Com o rápido crescimento dos custos relativos à habitação, a falta de oferta de alojamento, e dificuldade acrescida em habitar os centros urbanos – que estão cada vez mais descaraterizados –, a reabilitação oferece uma oportunidade para melhorar edificado já existente enquanto proporciona também condições habitacionais mais equitativas.

O desenvolvimento de estratégias de reabilitação para as ilhas do Porto apresenta condicionantes de diversas relações. Devido às características socioespaciais, ao vazio regulamentar, à falta de apoio técnico e económico ou ao limitado poder de investimento dos proprietários e inquilinos, as ilhas do Porto vêm-se rodeadas numa maré de incertezas. No entanto, as alterações demográficas que estas apresentam nas últimas duas décadas, a afinação do quadro regulamentar – estatal e municipal – e a maior oferta de apoio por diversas instituições permitem enquadrar estratégias interventivas em três escalas (cidade, ilha e casa) que criam condições de habitabilidade dignas apresentando o arquiteto como mediador entre todos os intervenientes.

Assim, o projeto explora estas ferramentas na zona das Antas, que apresenta ilhas centenárias e que, apesar de ter sofrido algumas intervenções pontuais em contextos temporais diferentes, permanece em condições insalubres. O projeto é abordado a partir da identificação de alguns princípios de intervenção que permitem integrar as ilhas na cidade, adequa- se às necessidades demográficas do território procurando salientar a força do papel social e interventivo do arquiteto nos processos de transformação urbana.

Considerando que as ilhas foram sistematizadas na sua construção, mesmo em terrenos irregulares, e assumindo este ponto como  fundamento, evita-se o desenho caso-a-caso e potencia-se a intervenção à escala urbana. A proposta defende que não se deve negligenciar o quadro regulamentar, mas sim incluí-lo e dar uso às suas ferramentas. Contornar as normas resulta apenas na perpetuação do vazio regulamentar vivido até hoje, o que deixa certos casos insalubres e sem perspetivas de transformações urbanas, e resulta também num afastamento das condições estabelecidas para o restante parque habitacional. Apenas procurando atingir as normas que se utilizam para as restantes habitações é que as ilhas do Porto podem conferir condições equitativas..

CLARIFY, REHABILITATE, DIGNIFY

THE CONDITIONING FACTORS AS A TOOL FOR THE INTERVENTION OF ILHAS DO PORTO

With the rapid increase in housing prices, the lack of market offers, and the incremented  difficulty in inhabiting the city centers – that are becoming more and more uncharacterized –, rehabilitation offers an opportunity to improve existing buildings while also allowing for more equitable housing conditions.

The development  of rehabilitation strategies for ilhas do Porto presents conditions with diverse relations. Due to socio- spatial features, a void in the legal framework, the lack of technical and financial support, or the limited investment power of owners and residents, ilhas do Porto are found in a sea of uncertainties. However, the demographic changes that they have presented in the last two decades, the refinement of the legal framework – at both state and municipal level – and the augmented support from several institutions enable intervention strategies at three scales (city, ilha, house) which, in turn, create appropriate housing conditions while putting the architect as the mediator between all the participants.

Therefore, the project explores these tools in the neighborhood of Antas, Porto, which presents century old ilhas and, despite some  occasional interventions, still present substandard housing conditions. The project  begins through  the recognition of intervention principles in different scales that allow the ilhas to be integrated in the city, adapts to the demographic needs at the urban scale and develops housing with similar conditions to the legal framework in search of the strength of the architect’s social and interventive part in the urban development processes.

Considering the systematic creation of the ilhas, including on uneven plots, projects on an individual scale are avoided and the urban scale intervention is enhanced. The proposal argues that the legal framework should not be overlooked, but rather included so it can be a defense mechanism rather than conditioning. To bypass the rules serves only to perpetuate the legal void practiced until today, which in turn leaves certain houses inadequate and without hopes of urban transformations, and results also in a departure from the conditions used for the rest of the housing. Equitable conditions for ilhas do Porto will only be achieved using the standards applied for every house.
